Gadgets & Tech – According to a leaked memo, Time-Warner Cable will be trialling a new billing system with tier-based bandwidth caps, called "Consumption Based Billing." The trial will be rolled out in the Beaumont, TX area sometime in Q1.

Thanks for the story - I'm passing it on to the "techno-expert" in this household. I just don't think

the input of the public is going to change anything

where these conglomerate-friendly regulations are concerned.
